How to get into the IAS

Many times you may have heard about IAS and IPS officers and you would have also seen them on tv speaking to the media, accompanying, assisting our ministers or also about them getting caught in corruption cases and wondered who these guys are really ? How did they get into this position of power ?. They are the civil servants who run our country’s administrative system, the guys who are part of the elite, topmost and highly respected services in India.
If you want to join it, then you have to crack a particular exam. There are many of you who want to take this exam maybe now or in the near future, but may not have sufficient information about it. So I will try my best and explain about the process of getting into the civil services in the simplest possible way.
This exam is one of the toughest exams in the country. If one goes by the amount of hard work, determination, time length required for preparation, then perhaps I think, it is the toughest of them all. This exam is conducted yearly by a central affliated body called the UNION PUBLIC SERVICE COMMISSION(UPSC). This exam is held to select suitable candidates for various services e.g. IAS, IPS.
The INDIAN ADMINISTRATIVE SERVICE(IAS) constitutes the topmost service in the country followed by the INDIAN POLICE SERVICE(IPS) and the other services.
Just like IAS,IPS there are more than 30 other services like the INDIAN REVENUE SERVICE, CUSTOMS SERVICE and so on. Every year the number of vacancies on offer are usually in excess of 400. This exam is open to all those who have a bachelor’s degree. Also there are certain restrictions with regard to age. For general candidates the age limit is 30 yrs and higher in case of reserved candidates. Also there are restrictions with regard to the number of attempts, each general candidate is permitted a maximum of 4 attempts and higher in case of reserved candidates.
This exam is divided into 3 stages :-
  • Preliminary exam which is of Objective type(multiple choice) and it’s main objective is elimination and selection of candidates for the Mains exam.
  • Mains exam which is of written Essay type
  • Interview
Each stage is a progressive one that is, you have to clear each stage one by one and even if you fail in a particular stage then you will have to start it fresh all over again next year.
The Notification for the exam is usually in the 3rd or 4th week of December of the previous year of selection. It is published in all the major national dailies.The application form is available in all the major head post offices of your city on payment of certain fee.There is a month’s time for submission of completed applications.
For preliminary stage there are 2 subjects that is one is compulsory and common subject for all (General Studies) and the other is the Optional subject that is left to your choice. In case of optional subject you can select from a wide range of subjects that includes History, Political Science, Geography, Physics, Chemistry and so on.There are 150 marks allotted to General Studies and 300 marks to the optional subject so a total of 450 marks. This exam is of objective type and there is negative marking. The criteria for selection to next stage is undisclosed and there may be individual cut off for both subjects or combined cutoff. But normally the more the no of questions you get right in both the subjects, the better the chances of you qualifying for the mains.This exam is normally held in the month of May that is usually on 18th of May.Normally It takes nearly 3 months for the result, that is 2nd week of August. but immediately after prelims you have to start preparing for mains without wasting time.
With regard to the syllabus of the subjects it is wide and extensive particularly in case of General Studies which comprises of History, Economics, Geography, Indian Polity, General Science,General mental ability, Current affairs and General Knowledge. But in case of optional subject it is defined comparatively better. The marks of this stage are not counted for overall marks.
The next stage of the exam is the Mains. It is usually held in the month of OCT/NOV and it’s duration extends for nearly a month with gaps in between. This stage is of written type and one has to write both short and long essay kind of answers. In this Stage you have to select a 2nd optional subject besides the earlier one you have selected, for example : if you have selected geography in prelims you can select physics or any of the other subject as your 2nd optional. The syllabus for mains is in depth and detailed.
There are totally the following papers in Mains:-
  • English Language paper of qualifying nature, that is you just need to pass and marks not counted for your total score. It’s purpose is to test one’s basic english.
  • Indian Language paper of qualifying nature and marks not counted for total. You can select your mother tongue language, kannada, hindi and so on.
  • Essay Paper of which marks are counted and is of 200 marks
  • Optional 1 paper 1 – 300 marks
  • Optional 1 paper 2 – 300 marks
  • Optional 2 paper 1 – 300 marks
  • Optional 2 paper 2 – 300 marks
  • General Studies Paper 1 – 300 marks
  • General Studies Paper 2 – 300 marks
So the sum total of above marks is considered for selection to Interview Stage.
Normally the result for Mains is announced in the month of Feb/March and the Interview is held from the month of April to 1st of week of may. The personality of candidate is assessed here and weightage is given to various factors. Interview is for 300 marks. The interview is conducted by a Eminent panel of UPSC Members which consist of former high ranking bureaucrats that is former secretaries to govt of india, DGP’S, foreign secretaries and persons of eminence in academic fields.
So the total marks of both 2nd and 3rd stage is taken into account for calculating the ranks.The top ranked candidates usually get the topmost services like the IAS, IPS etc. The Final results are announced normally in 3rd week of may. But the services and to which State Cadre belong is announced later and during the course of training and after which they are given postings.
So as seen above this exam is a long drawn one and one needs to be mentally well prepared. In order to succeed in this exam one needs to maintain absolute focus, be ready to face initial failures and learn quickly from them and also one should be ready to work very hard.
With regard to preparation one can opt for coaching to develop an approach and get necessary inputs or can study by himself, if so comfortable. Delhi is the Best place to get the required coaching.But there is no hard and fast rule. One needs to develop habit of regularly reading daily newspapers and keeping track of the current happenings in various fields.If possible try and consult the people who have taken this exam earlier.One should be very careful in selecting one’s optional subjects so that he is comfortable with the subjects. It would be better if one selects his/her graduation subjects so that he will have basic knowledge and will save time instead of studying a entirely new subject. Currently majority of people select humanities or arts subjects since they are considered easier compared to science subjects.
Atleast a year of serious preparation is required before the exam. I Hope all of you who have gone through this have been benefited by the above mentioned information.

Will it be ok or mine gradiation subject? Also as per the interview, which selection will be helpful for me to convince the interview panal, because I have work experience of 3 year in core field(VLSI).

    The Indian Forest Service doesn’t come under the purview of this exam. There is a separate exam for it conducted by the UPSC yearly on a different date. Its pattern is also different. I will write about it,once the announcement is made in the dailies.

    The optional subject that you want to select depends on you and you only,think of how adept you are with the subject you choose and if you are confident with it….if yes,then dont change it and study till the very end with determination. .
    I would also like to say that do not blindly go by the optionals which majority of people select. They may be popular subjects and easier but that should not be your primary criteria for selecting the optionals. Your INTEREST,background and confidence in the subject must be.
    You can clear the exam with any optional provided you are comfortable and thorough in it. With regard to your optional subject choice “Public Admn” and “Sociology”, both are highly popular optionals.
    Selecting Public Admn is of a distinct advantage since it covers a portion of General studies. (The INDIAN POLITY SECTION which you need not study separately and it will save you time)
    With regard to Interview, it does not matter much because whatever optional you select you will be expected to know sufficient information about it. But if you select your graduation subject, then maybe i feel you will be in a better position to answer the questions.(but in your case VLSI is not an option in the mains,u may have to chose a more general subject)
    With regard to work experience, it will not have any bearing on your chances. But on the other hand, be prepared to expect some questions on it by the panel and if answered to panel’s satisfaction, maybe it will help your interview performance.

    I am b.tech(branch -cse),4th year(7th sem) student…I intend to give IAS in 2009 ……as per the rules the minimum eliglible age at the time of prelims is 21 years…..but I will be 20 years at that time ……I will turn 21 in jan 2010…..should I write the xam in 2009……plz help..my dob is 21/01/1989…….

    I am software engineer working in bangalore in the product development company. IAS bug had alreday bit me so i want to ask some queries.I will highly appreciate your feedback.
    Firstly I am a software engineer with the computer science background so i am thinking of options of public administration and sociology/geography. I have to still choose my second one. Here the query corresponding to subjects that I have never studied these subjects before can i be alle t prepare fully what do you suggest in terms of feasibility.
    Secondly i am in bangalore i suppose there is no coahing institute there so do i do not know the books i have to prepare.
    Thirdly the query is regading the timing currently it is july and if i start now will i be able to clear the preliminary next year assuming if i devote nearly 4 hours each day.

    With regard to your 1st question, many people who have cleared the exam are not necessarily those who have selected the subjects they had studied before, but had also selected entirely new subjects. So there is nothing to worry about. All that is required is INTEREST,APPROACH and Hard work and don’t worry about the rest.
    Your selection of optional subjects are good.
    Public admn was and even today is a popular optional subject. Sociology has become a very popular and successful subject today among the aspirants particularly among science students.
    A person from any background will not find it difficult to prepare for the subject. But in case of geography,there is a huge advantage,it covers a part of your general studies syllabus and saves your valuable time in preparation.
    If you select sociology, it will help you in case of your essay paper where you will be better prepared to answer the topics related to social issues. But whatever subject you choose, be firm and do not change your subjects later. This is very important. Changing subjects midway is sure disaster.
    In Bangalore there are few coaching centres :

    Universal coaching, Vijayanagar
    You can approach them and get the required information including books.
    For prelims, i feel 6-8 months of preparation is sufficient. The quantum of hours are not important. Your approach is. But prepare a timetable of your day’s affairs and schedule your studies correctly.

    History is a good option, but you have to be very thorough with facts and constant revisions is of utmost importance with regard to this subject.
    For your 2nd optional you can go for Geography,Sociology or Public administration.

    There is no rule that you need to have a degree before you appear for the prelims, but either you should be a candidate who is appearing or has appeared for the final year examination and is waiting for his results.
    But one should have a recognised degree before appearing for the Mains exam, without which you would be rendered ineligible. You have to submit proof before the mains exam that you have completed your degree.
    So for you i feel, there is no problem. You can start preparing for next year’s prelims. Even though your degree is unfinished, your status will be that of a candidate who is in the final year.

    You can start by reading NCERT Books(class 6 to 12 is sufficient) which will provide you basic knowledge with regard to general studies.
    Go through the daily newspapers(take cut outs and keep if u deem it important), keep track of the current affairs by reading magazines.(especially Frontline and Tehelka). Buy the manorama year book for general knowledge. Competition Success Review also helps. The internet is also a great source of information. refer Wikipedia
    Buy some basic books relating to your optionals.
    Approach some coaching centre for initial direction or consult seniors who have written the exam.
    Have a plan of study. And follow it completely.
    All said and done, the mind is your strongest weapon and also your biggest draw back. Once you have set yourselves a goal to join the IAS, don’t leave it until its acheived. Best of luck

    I have completed my B.E in computer science. As there is no subject related to this i am planning to take statistics and sociology. I had taken statistics as main subject in my 12th,but as far as IAS is concerned i have no idea how easy or difficult statistics will be. Can you give me any suggestions about this?

    Your choice of sociology as one of the optionals is good. But as far as statistics is concerned you need to do serious thinking about it.The difficulty of paper will be that of Bachelors degree level, so i feel even though you have dealt with the subject in your 12th, it would be difficult if you dont have a degree in it. I think if you are in doubt the best thing to do is to go for other popular optionals like geography or public administration as they dont involve deep technical knowledge and also because proper coaching and guidance are available for them. However if you are comfortable with Statistics then you can go with it. Before selecting it,go through the syllabus prescribed and previous years question papers and then take a final call.
